Why do racists in the Netherlands so often go free?

Op 2 November, the judge will rule in the Gargard case. That is exceptional: in 2019 did not lead yet 2 percent of discrimination reports to a lawsuit. How is it possible that something that is prohibited by law, so often goes unpunished?
