The Netherlands Institute for Human Rights determines that the State of the Netherlands does not discriminate against a Romanian man by giving him an AOW benefit that is only forty percent of the normal rate. The Romanian has only lived there since 1987 in the Netherlands and therefore has, just like native Dutch people who have lived abroad for a longer period of time, fewer rights accrued.
